MAIN RESPONSIBILITIES
- Team building work:
- Establish work objectives, assign tasks, guide, and supervise the implementation of employees within the management scope;
- Coordinate the allocated resources, perform the functions and tasks of the Bidding Department;
- Establish training curricula on expertise, professional skills, and skills related to bidding work or coordinate with the Training Needs Assessment Committee to identify training needs, evaluate post-training to ensure that managed employees are trained and fully utilize their capabilities;
- Participate in proposing regimes and policies for personnel in the Department, propose transfers/appointments/rewards/disciplines;
- Search for and develop a team of bidding staff.
2. Build systems - plans:
- Control the drafting and issuance of documents related to the activities of the Bidding Department implemented throughout the Group;
- Update and build processes and regulations on bidding work;
- Establish/check the appropriateness of contract templates for each specific bidding package;
- Organize the construction, submission for approval, guidance, and distribution of documents, regulations, processes, guidelines, and forms related to bidding work.
3. Manage and operate the activities of the Bidding Department:
- Develop plans and organize, implement bidding tasks, handle arising issues after bidding within the assigned scope;
- Directly manage, operate, and monitor the progress of employees' work in the Bidding Department to ensure that tasks are handled quickly, timely, and effectively;
- Be responsible for the targets and operational efficiency of the Bidding Department;
- Organize the reception, research, and analysis of bidding documents: design drawings, technical requirements, requirements of the bidding package, establish a plan to participate in bidding for approval, distribute to relevant parties;
- Be responsible for organizing the implementation of bidding documents: clarify issues, coordinate with relevant parties to build documents: legal, capacity, technical, volume, estimates. Ensure that bidding work is carried out according to the processes and regulations of the Group;
- Control: the content of bidding documents before packaging, the process of submitting bids, bidding, and explaining bidding documents;
- Organize and advise the Director of the Centralized Bidding Unit/Leadership Board in negotiating contracts after the bidding documents have been evaluated;
- Ensure that the company's bidding is conducted smoothly;
- Organize the construction and update: Company capacity documents, databases (material norms, labor, construction equipment of the company, market price information).
- Proceed to hand over project information and contracts to departments for post-bidding work implementation;
- Be responsible for checking the volume of the bidding documents, checking documents arising after bidding;
- Propose to the leadership board measures to rectify and prevent non-conformities arising during the bidding process;
- Perform other tasks as assigned by direct management and the leadership board.
