Position: External Affairs Officer

Department: Communications – Marketing & External Affairs

Reports to: Head of International & External Affairs

Workplace: Léman Building – 20 Trương Định, Xuan Hoa Ward, Ho Chi Minh City

I. JOB OBJECTIVES

  • Relationship Building: Establish and maintain effective working relationships with 5–10 key government agencies, international organizations, and business associations annually.

  • Image Enhancement: Ensure CCTPA’s professional presence at major external affairs events, contributing to CCTPA’s role as a policy consultation partner in the field.

  • Business Support: Expand the network of strategic partners and secure 2–3 MOUs per year as a foundation for business and project development.

II. KEY RESPONSIBILITIES

1. Government & Institutional Relations
  • Proactively plan and conduct regular exchanges with departments under the Ministry of Natural Resources & Environment, Ministry of Industry & Trade, and Ministry of Planning & Investment.

  • Act as the focal point for preparing dossiers, official documents, and following up with state management agencies.

  • Build and develop contact networks at embassies, business associations (AmCham, EuroCham, KorCham…), and financial institutions (World Bank, ADB…).

2. Partnership Development
  • Research, map out potential partners, and develop detailed outreach plans.

  • Organize meetings to introduce CCTPA’s capabilities to potential partners.

  • Draft MOUs, MOAs, and coordinate with relevant departments to promote signing.

3. Event Organization & Participation
  • Plan and manage logistics for external affairs events (content, guests, communication).

  • Represent the company at domestic and international conferences: deliver speeches, network, and prepare post-event reports.

4. Research & Reporting
  • Prepare quarterly policy analysis reports highlighting impacts and opportunities.

  • Provide briefing notes and partner profiles for senior management before key meetings.

5. Other Tasks
  • Provide interpretation/translation in high-level meetings.

  • Carry out other tasks as assigned.

III. QUALIFICATIONS & COMPETENCIES

  • Education: Bachelor’s degree or higher in International Relations, International Economics, Law, or Diplomacy.

  • Experience:

    • Minimum 3 years in a similar position.

    • Experience working with government agencies or international organizations; an existing network is a strong advantage.

  • Knowledge:

    • Solid understanding of diplomatic protocol and etiquette.

    • Basic knowledge of climate change, carbon markets, and ESG.

  • Skills:

    • Strong communication, negotiation, and persuasion skills at a senior level.

    • Fluent in English (equivalent to IELTS 7.5+), especially in academic and business writing/speaking.

    • Research, synthesis, and policy analysis skills.

  • Personal Attributes:

    • Professional appearance, confident and tactful.

    • Strategic mindset with strong political and economic awareness.

    • High integrity and confidentiality.

V. CAREER PATH
