Position: External Affairs Officer

Department: Communications – Marketing and External Affairs Division
Reports to: Head of External and International Affairs
Workplace: Léman Building, 20 Truong Dinh Street, Vo Thi Sau Ward, District 3, Ho Chi Minh City
Relationship Building: Establish and maintain effective relationships with 5–10 key government agencies, international organizations, and business associations annually.
Brand Visibility: Ensure professional representation of CCTPA at major external affairs events, contributing to CCTPA being recognized as a policy consultation entity.
Business Support: Expand the network of strategic partners, aiming to sign 2–3 valuable Memoranda of Understanding (MOUs) each year.
Proactively plan and carry out regular meetings with the Ministry of Natural Resources and Environment, Ministry of Industry and Trade, and Ministry of Planning and Investment.
Serve as the main contact for preparing dossiers, official letters, tracking communications, collecting feedback, and reporting to government authorities.
Build a network of contact points at embassies, business associations (e.g., AmCham, EuroCham, KorCham), and international financial institutions (e.g., World Bank, ADB).
Conduct research and mapping of potential partners, and develop detailed engagement plans.
Organize meetings to present CCTPA’s capabilities to potential partners.
Draft MOUs/MOAs and coordinate with other departments to facilitate signing.
Plan and handle logistics for external affairs events (content preparation, speakers, guests, communications, etc.).
Represent the company at domestic and international forums/conferences; deliver speeches and network on behalf of CCTPA.
Prepare post-event reports.
Prepare quarterly policy analysis reports to identify risks and opportunities for CCTPA.
Compile briefing notes and partner profiles for management before key meetings.
Provide interpretation/translation in high-level meetings, ensuring professional and linguistic accuracy.
Perform other duties as assigned.
Education: Bachelor’s degree or higher in International Relations, International Economics, Law, or Diplomacy.
Experience:
Minimum 3 years in a similar position.
Practical experience working with government agencies and international organizations; an established network is a strong advantage.
Knowledge:
Deep understanding of diplomatic protocol and etiquette in governmental and international business contexts.
Foundational knowledge in climate change, carbon markets, and ESG.
Skills:
Excellent communication, negotiation, and persuasion skills.
Fluent in English (equivalent to IELTS 7.5+), especially in academic/business writing and speaking.
Strong research, synthesis, and policy analysis skills.
