FINANCE MANAGER

JOB DESCRIPTION

  1. Project Financial Planning
    • Ensure the preparation and control of financial plans.
    • Advise the Director of the Finance Department on developing medium- and long-term capital development strategies for each project.
    • Develop monthly, quarterly, and annual financial plans for each project, responsible for the project’s financial activities.
    • Establish, expand, and promote relationships with financial institutions, banks, etc.
    • Arrange short, medium, and long-term capital for investment projects as directed by the Chairman. Work with financial institutions in investment cooperation and project financing.
    • Control the investment process of projects as assigned by the Deputy General Director in charge of the F.F Force/Group Leadership to ensure effective investment implementation, avoiding negative phenomena and waste during project implementation.
    • Cooperate and exchange information and work with other Departments/Units within the Group during the execution of assigned tasks to achieve the highest efficiency.
    • Perform other functions as assigned by the Department Leadership and Company Leadership.
    • Tasks are supplemented/adjusted periodically according to work needs.
  2. Financial Investment
    • Ensure control of financial investments.
    • Develop processes and regulations related to financial investment activities for the Group’s projects.
    • Manage capital in projects after investment.
  3. Project Capital Management
    • Ensure the management of listed shares.
    • Analyze project finances and find financial sources for project funding.
    • Predict and analyze the status of each investment project, report on the appraisal of investment cooperation partners.
    • Prepare pre-feasibility and feasibility study reports for projects along with project development implementation plans.
    • Establish relationships with investors and partners to negotiate project investments.
    • Work directly with relevant Departments to obtain project permits.
    • Urge and manage project implementation.
    • Responsible for capital management, financial reporting, and periodic/annual financial statement audits of the project. Ensure periodic financial statements are audited and submitted to State agencies as required.
    • Coordinate with related Forces/Divisions/Departments to review and complete necessary financial and legal issues for project implementation.
    • Responsible for preparing and supporting leadership in investment relations activities (Roadshows, Shareholder Meetings, Investor Q&A, etc.).
  4. Management and Operation of the Project Finance Department
    • Ensure the Department’s activities align with set goals and strategies.
    • Directly manage, supervise, and monitor the work progress of employees in the Department.
    • Responsible for the Department’s performance indicators and operational efficiency.
    • Build and organize the Department’s resources to ensure operational efficiency with optimal resource costs.
    • Coordinate recruitment; train in professional skills, expertise, and skills; evaluate the work results of Department employees.
  5. Team Building
    • Ensure good implementation and team building according to the Group’s goals and strategies.
    • Set work goals, assign tasks, guide, and supervise the implementation of tasks within the management scope.
    • Arrange personnel appropriately and optimize human resource utilization; propose transfers suitable to capabilities and qualities.
    • Coordinate with the HR Department to identify training needs, evaluate post-training to ensure managed employees are fully trained and capable.
    • Develop a succession training plan.
    • Propose policies for Department personnel, suggest transfers/appointments/rewards/discipline.
    • Implement and enhance internal communication: Encourage Department personnel to actively interact on internal groups, promote the Group’s image and brand on personal pages and the Group’s communication channels.

JOB REQUIREMENTS

  • Age: 30 years and older.
  • Education: University degree or higher.
  • Major: Accounting, finance, auditing, or other equivalent majors.
  • Experience: 3 years or more in a similar position at multi-sector corporations, securities companies, large auditing firms.
  • Foreign language: Proficient in 4 skills (listening, speaking, reading, writing).
  • Computer skills: Proficient in office software (Word, Excel), accounting software used by the company.
  • Skills:

    • Data collection, statistical and analytical reporting skills.
    • Good communication skills.
    • Conflict and dispute resolution skills within the organization, motivating and encouraging employees.
    • Teamwork and independent working skills.
  • Related certificates:
    • Chief Accountant certificate. International certificates such as ACCA, CFA, etc.
  • Related knowledge:
    • Understanding of State and Company regulations and policies related to accounting, finance, and tax organization.
  • Other necessary qualities: Strict, diligent, proactive, creative, able to withstand high work pressure.
